Why these PDF tools are private
Every PDF tool here runs inside your browser. When you merge, split, compress or reorder a document, the file is read by JavaScript on your own device and the result is written back to your downloads folder — the bytes are never uploaded to a server, so there is no copy of your contract, invoice, medical record or passport scan sitting in someone else's storage. That is the difference between these tools and the big PDF sites: they need your file on their server to process it, so their privacy policy has to promise what happens to it. Here there is nothing to promise, because nothing leaves the page. It also means no upload progress bar — a 20 MB PDF starts processing the moment you pick it.
